  1. Ensure that all concrete, significant promises are printed -- as with the process of "quantitative easing" (otherwise known as "printing money")
  2. Ensure that blame is attributed to isolated exemplars who can be promoted as scapegoats, avoiding attribution of blame to those otherwise complicit where this might be legally actionable

  14. Promote the ideas of those complicit in bringing about the crisis, thereby avoiding the exploration of potentially viable new ideas
  15. Ensure that any remedies are of less complexity than the system in crisis to which they are designed to respond
  16. Ensure that sufficient loopholes are designed into corrective measures to ensure that these are undermined, if not rendered completely ineffective
  17. Deny all of the above and discredit those suggesting it merits attention
